I was asked to clean this hallway after cleaning all the carpets. Declined, referred them back to the "painter"
Out of curiosity, is it a hands & knees job with a solvent or is there a simpler method?

Gloss or emulsion? Sealed or unsealed tiles.
Just do a test, charge the customer direct on the day if it works. Let them claim off the painter. Nothing to lose in my book. Lov sloppy workmen, brings in loads of work!

Wallpaper steamer

Leave it on for a while with a wet Terry towel underneath and the heat should separate it

Then a scouring cloth for the leftovers

Had exactly the same problem with the same floor

Gloss mostly, unsealed tiles. Thanks for the steamer tip, that's handy for again. Not interested this time, too much easier work on at the minute. The whole hall's like this, very sloppy indeed!
