Staineless Panel in bottom of oven

I have a commercial customer at a nursing home. They have a Falcon oven. The bottom has a removable stainless sheet which gets absolutely caked. I have tried soaking for several hours in a solution of HD2000 with the tank element plugged in to get max temp but it doesnt touch it. I ended up using coarse wire scourers which isnt good on stainless. Any suggestion on how to tackle this.

Was quite suprised how much came off in the dip tank. I chucked an extra couple cups of HD2000 in last night and only needed 10mins of scrubbing with a brillo to clean albeit still a bit mottled. I took a heatgun round at the start, just to see if 450-600 degrees would have any effect. Didnt touch it.
