If a stain is acidic it should be treated with an alkaline spotter,and vice versa,it then has to be neutralised back to a normal ph am i right?and what products are available for this?

That is a little too much of a generalisation. Some acidic stains respond better to treatment with an acid and vice-versa but this is not the place for an advanced spotting course.

Leaving a textile in a neutral state is, in most cases good practice, however, here again there are exceptions.

In most cases you are correct. Rinseing with water alone or with a fiber rinse will nuetralize the stain. All chemicals come with a MSDS form which would have the PH or many have the PH on the bottle. You would want as close to 7.0 as possible.
